Board adds grants, contracts and personnel‑policy items to next week’s consent agenda

HARNETT COUNTY, N.C. — Several routine but substantive items were placed on next week's consent agenda after staff briefings and short discussions Tuesday.
Health department grant: Ainsley Johnson asked the board to accept $12,190 from the North Carolina Department of Health and Human Services to support performance management systems for the health department, including accreditation, quality improvement or workforce development. Staff requested placing acceptance on the consent agenda.
DSS ARPA funds and furniture: Paul Polinski requested permission to use remaining ARPA upfit contingency funds to complete the DSS main building furnishing. He said $95,736 remained in contingency and requested $85,145 to purchase 66 desks from Office Value in Dunn through state contract, including installation; staff asked to add the item to the consent agenda.
Veterans grant application: Bruce requested permission to apply for a $20,000 grant from the N.C. Department of Military and Veteran Affairs to support training, conferences, personnel offset, office supplies or public relations. The grant is noncompetitive, requires application by March 24, funds arrive in April and the closeout is in August. The board agreed to add the application to the consent agenda.
Audit contract: Kimberly Honeycutt presented a contract with Martin, Starnes & Associates (Hickory) to conduct the annual county audit for the coming fiscal year as required by the Local Government Commission; staff asked that the contract be added to the consent agenda.
Jetport pre‑NEPA study: County staff requested approval to issue a work authorization for a pre‑NEPA environmental study tied to the ongoing jet port runway expansion; staff said the pre‑NEPA work is funded by legislative grant money and will move forward in coordination with consultants.
Pepper spray policy: Staff presented a proposed county pepper spray policy to allow eligible non‑law enforcement field employees to carry pepper spray while on duty. The policy would exclude animal control (which will develop its own policy), require department approval and periodic training through the sheriff's standards, and require department‑controlled storage and reporting for any use. Staff said the county would provide the devices so maintenance and expiration checks could be controlled. The board authorized adding the policy to the consent agenda.
All items were directed to the consent agenda for consideration at the board's next meeting.
