Staff recommended approval, noting that the site currently provides 35 parking spaces (29 eligible to count toward the site), the grocery use is allowed in B-2 zoning with Planning Commission approval, and no off-street loading/unloading areas have yet been provided. "The proposed use is a grocery store and the remaining 2 units would require a minimum of 10 spaces on available square footage," Casey said.
