Planning commission approves grocery store, industrial addition, tire shop and final plat; details of votes and conditions

The Spanish Fort Planning Commission voted on multiple land-use items and final plat approval during the meeting, approving four items and recording roll-call votes for each.
Casey, planning staff, presented the land-use application for a proposed grocery store that would occupy two units at the recently built Spanish Oaks multi-tenant development at 7635 Spanish Fort Boulevard. Staff recommended approval, noting that the site currently provides 35 parking spaces (29 eligible to count toward the site), the grocery use is allowed in B-2 zoning with Planning Commission approval, and no off-street loading/unloading areas have yet been provided. "The proposed use is a grocery store and the remaining 2 units would require a minimum of 10 spaces on available square footage," Casey said. The commission approved agenda item 250,301 (land use for a grocery store in B-2) by roll call; the vote recorded all members present voting yes.
The commission also approved agenda item 250,302, a site-plan application for an 80-by-40-foot addition to an existing light-industrial building (Ammons and Blackman addition, 9695 Stagecoach Commercial Park Circle). Staff said the applicant requested a waiver from landscape-plan requirements because the addition has minimal street visibility and the site already includes existing landscaping; the motion approved the site plan and included the requested exemption to the landscape requirements.
Agenda item 250,305 (land-use approval for an automobile and truck service station on a subdivided 1.5-acre lot west of Publix on Eastern Shore Drive) was presented by Casey. The application identified the tenant as Pelk Tire (a local chain, per the application). Staff found the submission compliant with applicable ordinances and recommended approval. The commission approved the land-use application by roll call.
The commission granted final plat approval for Churchill Phase 5 (agenda item 250,306). Staff reported that the developer completed required improvements, corrected previously noted deficiencies, submitted required bonds and requested acceptance of right of way and stormwater improvements for city maintenance; staff recommended approval and forwarding the right-of-way acceptance request to the City Council. The commission approved the final plat by roll call.

The commission closed the meeting after routine announcements about upcoming meetings.
