Committee questions additional $3.5 million for Capitol roof and window project after prior appropriation

A General Services staff member told the committee that plans changed as the agency reviewed the full scope of work. "When we first looked at that project, we're actually gonna repair the roof, as opposed to replace the roof. So as we continue to look at everything involved along with the windows, the doors... we decided to bring it all into one project and fully fund and do all the work at the very same time," the staff member said.
Chairman Williams said he had understood roughly $10,000,000 had been earmarked previously for the roof and that he was surprised to see an additional request of about $3.5 million. He said he remembered approving contingency increases for inflation but questioned whether the full 41% contingency previously noted matched actual inflation pressures. The staff member replied that higher local construction costs and bid contingencies prompted the larger total request to avoid underfunding the consolidated project.
Chairman Williams also noted a visible limestone settling issue in the speaker's dais area and suggested staff inspect that location while on site. The committee did not take a formal vote; the discussion was a request for clarification about project scope and budget needs.
