Senate panel OKs interim study of special education funding; committee membership left flexible

The Senate Education Committee voted to advance House Bill 1547, a statutory "shall study" that would convene an interim committee to examine special education funding and related parameters. Representative Richter introduced the measure, which sets out a membership mix of legislative members and education administrators for the short‑term study.

The bill establishes an eight‑member legislative panel (four members from each chamber) and specifies invited stakeholder roles including multi‑unit special education directors, special education coordinators and business managers from large and multi‑unit districts. Committee members said the language also allows the committee to include additional participants and that Legislative Council and legislative management would determine final membership.

A suggestion from the floor would add a representative from a statewide family support organization to the study; members expressed support for family participation but noted the bill's current language already permits a range of participants. Senator Gearhart moved a "do pass" recommendation and Senator Bauschay seconded; the committee recorded a unanimous recorded vote of 5 yeas, 0 nays and 1 not voting.

Committee members clarified that this is a short‑term, interim study panel distinct from the standing interim education committee, and that Legislative Council uses this "shall study" format to create focused, temporary committees. Lawmakers also discussed that stakeholders would be able to provide testimony to the panel even if not seated as formal members.

The committee approved the measure and a senator volunteered to carry the bill forward.
