The Trophy Club Town Council on March 10 authorized the town manager to negotiate and execute a professional services agreement with Park Hill for $300,550 to advance phase 2 of the town’s community pool project.
Council action follows a staff presentation outlining design development, construction documents, public bidding services and construction administration for the pool facility, which staff said includes options for slides and shade structures to keep the project within budget. The agreement approved covers design and project management through construction administration.
Town staff told the council the design will include bid alternates so the council can remove items if needed to meet the budget. Staff said the design phase will be followed by a public bidding period of roughly three to four weeks and that the goal is to begin construction the day after the pool closes for the season so the facility could reopen in summer 2026.
When asked about timing, staff estimated bid results in July or August and said the design and bidding schedule requires moving quickly to meet the targeted construction start in September. Councilmember Steve Flynn seconded the motion; the motion passed by a voice vote with no roll-call recorded in the minutes.
The agreement approved is limited to phase 2 professional services (design development, construction documents, bidding and construction administration) and does not commit the town to a final construction contract or a specific set of features; staff said the final constructed scope will be set after bids are received and further council approval.
The council also directed staff to update members on pricing received from construction bids before entering a construction contract and to present alternatives for any elements that may need to be removed to stay within budget.
A copy of the Park Hill proposal and standard contract terms were included in the council packet; the council motion authorized negotiation and execution of the professional services agreement rather than awarding a construction contract.
