Doctor McCormack, who presented the application, told the board the plan “serves as a formal agreement between the Campbell County School Board and the Virginia Department of Education to ensure that we are implementing the regulations regarding special education services.” He said the plan is meant “to assure that all children with disabilities have available to them a free and appropriate public education.”
