Mitch (identified in the meeting as the district’s facilities/operations staff member) briefed the board Monday on the status of capital-outlay and bond-funded projects, noting several projects ready to proceed and others that need a longer planning timeline.
He said the middle-school overlay and rooftop-unit replacements are on track: materials have been ordered and logistics are being scheduled. For the elementary school HVAC, Mitch outlined a proposed multi-year approach to replace problematic VRF systems in “pods,” saying it would likely take one or two pods at a time rather than replacing all systems at once.
Mitch provided budgetary figures and planning estimates discussed in the meeting: roughly $350,000–$400,000 to install a split system on a single elementary pod (estimate, approximate); a parking-lot overlay approach for TES and TMS that reduced projected costs to under $200,000; a DLR Group proposal of just over $16,000 to begin civil engineering and site planning for a multipurpose field and additional west-side parking; and a budgetary boiler-replacement number of about $220,000 for a building boiler that may need replacement.
On the multipurpose field and west parking, Mitch said the DLR Group’s scope would test grading, stormwater, utilities and produce schematic designs to allow phased bidding later (fields, track, concessions, restrooms, sidewalks, turf or track surfacing). He described the proposal as a preliminary step to produce clear documents for later RFPs.
Mitch also raised transportation and parking pressures: he said shifting district vehicles (buses, vans) off the north parking lot would free spaces for staff and recreation users and that any new west-side parking might include separated, gated bus parking with a public section for game-day use.
On HVAC strategy, the board and staff discussed uncertainties in VRF performance versus repiping, compressor work and alternatives such as mini-splits; Mitch said the district needs more data from coming seasons but signaled a preference to avoid future VRF installs. He also mentioned discovery work on adding air conditioning to the CTE auto shop and possibly the field house, with load studies and cost estimates forthcoming.
Mitch said he expected some bids and approvals to come back to the board in April for specific projects and asked trustees to consider the phased-replacement approach for the elementary HVAC.
