Council approves consent calendar, boundary expansion and several appropriations
Summary

At its March 10 meeting the Concord City Council adopted the full consent calendar and approved a set of routine resolutions and appropriations. Several items were moved from the consent calendar for separate discussion earlier in the meeting; others remained on consent and passed by voice vote.
Key consent and public-hearing actions approved:
- Resolution expanding the boundary of the Pennacook (transcript spelling: Penacook/Pennacook) Bosquelyn/Bosquequin Water Precinct (agenda items 25 a and 26). The council heard a brief presentation from the precinct attorney and commissioners and approved the boundary expansion by voice vote.
- Resolution appropriating $43,062.71 as reimbursement of personnel costs related to the deployment of Fire Department personnel to areas impacted by natural disasters and accepting federal Emergency Management Agency (FEMA) funds for that purpose (agenda items 25b and 27). The council opened and closed public hearings and approved the appropriations; the minutes record voice votes and the motion passed by the required two-thirds majority for one of the votes.
- Resolution authorizing acceptance of $15,000 in Community Development miscellaneous grants and donations for tree planting under the Sustainable Tree Program and transferring $15,000 from the Urban Tree Trust Fund for that purpose (agenda items 25c and 28). The council opened and closed the public hearing and approved the appropriation.
- Consent agenda approval also authorized staff actions that included the Stanton Foundation grant application to restart the patrol K-9 program (agenda item 21). Councilor Brown recused herself from items 16, 21 and 22 because her husband is a Concord police officer; another councilor recused from item 9 due to an ethics complaint noted on the record.
Motions were carried on voice vote and by voice-held ayes and nos as recorded in the minutes. Where a numerical roll call was recorded in the minutes for specific items, city staff will publish the official vote tallies in the adopted minutes and on the city's website.
No contested final ordinance or high-profile land-use decision was decided in this meeting segment; several items tied to the consent calendar will return in future agenda packets for final acceptance where required.
