Putnam County commissioners approve port bulkhead design contract, vacate unnamed Cayuga street and several routine items

The Putnam County Board of Commissioners on March 11 approved a series of routine and project-specific actions, including a design contract for a new port bulkhead, the vacation of an unnamed road in Cayuga, several code-enforcement settlements and board support to pursue a Florida voting improvement grant.
Most significant actions
Port bulkhead design: The Port Authority voted to accept a proposal from engineering firm Burns & McDonnell to design and engineer a new bulkhead that county staff said is "critical infrastructure" to resume cargo operations at the port. Port manager Sam Sullivan presented the proposal and told the port the firm previously conducted the county’s port infrastructure development plan. The board accepted staff’s recommendation and approved the proposal.
Vacate unnamed street in Cayuga: Commissioners approved a resolution (number 2025-016) to vacate a portion of an undeveloped, unnamed road through private property in Cayuga. Public Works reported no objection and the board approved the staff recommendation after no public comment.
Code-enforcement cases: The board considered several code cases in public session and approved staff recommendations for payment schedules and fines where no one in the audience contested the cases. Noted items included a recommendation to accept payment of $4,921 on codes case number 20202012-00612 (staff recommendation), $1,746 on case 2014-00735, and a $10.46 recommendation on case 2018-00181 if paid within 90 days.
Florida Voting Improvement Grant: County grants coordinator Sam Sullivan advised the board that a resolution of support was required to apply for a Florida voting improvement grant; the board approved submitting the application and the supporting resolution.
Proclamation and ceremonial items: The board approved Proclamation 2025-015 recognizing the week of March 16–22, 2025 as National Safe Place Week and presented certificates of appreciation to volunteers who produced the Azalea Festival and other community recognitions. The board also received presentations from the Chamber of Commerce about the Bassmaster Elite fishing tournament and staff recognized several county employees for service and professional certifications.
Appointments and consent agenda: The board approved consent agenda items a–i by motion, and confirmed reappointments including Mark Lendy (contract review board consumer representative) and noted that Hunter Winkelman’s reappointment to a zoning/board advisory body did not require a vote.
How the votes were taken: Where the transcript records votes, commissioners voiced "aye" and no recorded speaker opposed the motions. Several items passed with unanimous voice votes and no recorded dissent. For some items (codes cases, consent agenda) the board approved staff recommendations after no public comment.
