Board awards $114,700 contract to Wolf Contracting for administration building exterior repairs

The Muscatine County Board of Supervisors on March 10 approved awarding the Muscatine County Administration Maintenance Project Phase 2 to Wolf Contracting, the low apparent bidder at $114,700.
Horizon Architecture principal Mike Nolan reviewed the Phase 2 scope: selected repointing, repainting of painted surfaces, stucco repair, and sidewalk-related work — generally working from the top of the building down. The county invited four bidders; TNT submitted a late electronic bid and one firm did not respond. Wolf Contracting’s $114,700 low apparent bid fell within the project’s preliminary budget of about $110,000, Nolan said.
Nolan recommended waiving a missing qualification statement as a minor deviation because the invited bidders were known and effectively prequalified; staff said they had checked with the local reviewer and had no objection. Supervisors moved and seconded the bid award with the waiver and approved it on voice vote.
Nolan provided additional updates on related work: phase 1 administrative repairs should be completed, skylight details were revised to install a metal cap over a plywood and rubber roof as a longer-term temporary fix, and roofing waterproofing and coping work was expanded where delamination was found. He said access panels for the jail have an expected delivery in early April, and longer lead times on a detention door may delay that element by up to six months; doors and access panel work is in progress. Community Services exterior work is planned for bid in May and will include back stairs, ramp and other repairs.
The board approved the Wolf Contracting award with the stated waiver and asked staff to proceed with contract execution and scheduling.
