Applicant Glenn Pickens said the property houses 15 salon suites intended for licensed beauty professionals — hairstylists, aestheticians, nail technicians and practitioners who perform permanent makeup (a form of tattooing). City planning staff summarized that personal‑services uses are permitted in the light‑industrial area where the Old EST Bank building sits and recommended approval from a staff perspective.
Council members complimented the appearance of the space and thanked the applicant for investing in the property. The committee report noted the Planning Commission had approved the request on March 4, 2025 with no conditions, and the committee motion to approve was moved by Mrs. Mitchell and seconded by Mr. Oswald; the transcript records the motion carried.
The ordinance approving the conditional‑use permit was advanced by the committee for further processing.
