Segway Malone, grants director, described a $4,000 LSTA Explore award for the libraries to purchase materials for English‑language learners and patrons seeking U.S. citizenship. "So this is a $4,000 new grant award to our libraries department. And so specifically for library materials, for English language learners and patrons seeking US citizenship," Malone said.
Roy Goodman, department of elder affairs, spoke about a one‑time SHINE program earmark from the Executive Office of Aging for $54,000 to cover technology needs, one‑time bonuses for temporary staff and funds to recruit volunteer and bilingual counselors. "It's a 1 time supplement funding ... for 54,000 and as for technology needs, they want us to give a 1 time bonus to, few staff members that we have, temporary office help that can go towards recruitment of volunteer counselors and recruitment of bilingual counselors," Goodman said.
Kathy Bono, acting controller, said the committee also received the quarterly Comcast franchise fee remittance and that the funds are passed to Focus Springfield. She also asked the council to authorize payment of a $484 prior‑year police bill to Springfield Tire and Auto that had been missed in the prior fiscal year; staff described it as a bill that was "lost in the shuffle."
Chair Tim Allen reminded attendees that smaller grants under $100,000 typically do not require in‑person attendance for approval. The committee did not record formal roll‑call votes during the discussion; staff indicated these items will be handled as routine administrative approvals.
