The DeKalb County Plat Committee approved Petition 25-01 on Jan. 7, 2025, allowing a one-lot minor subdivision named Chapman Acres on the east side of County Road 51, north of its intersection with County Road 48 in Auburn.
Staff presentation and the proposed findings of fact describe the proposed lot as a 3-acre parcel to be used for a single-family residence in zoning district A2 (agricultural). The parcel was identified in the staff packet as a split from parent parcel 013; this is the second buildable split from that parent parcel and the petitioner may create up to two additional buildable splits in the future under the Unified Development Ordinance (UDO) standards cited in the staff report.
According to the staff report, the proposed lot meets applicable UDO standards: the minimum net acreage requirement is 2 acres and the proposal shows 2.81 net acres; the minimum lot width required is 160 feet and the proposed width is 175 feet; minimum lot frontage requirements are 20 feet (or 40 feet where lots are designed to conserve agricultural land) and the proposed frontage is 40 feet. The division fronts County Road 51, classified as a county local road with a projected total right-of-way width of 60 feet; the proposed right-of-way dedication is 30 feet. A private septic system is planned; extension of public water or sewer is not applicable.
The zoning administrator presented proposed findings of fact and recommended approval with standard and administrative conditions: required recording language and plats, compliance with federal/state/local agencies, no obstruction of off-site drainage or existing tile water drainage, appropriate agricultural, drainage and airport covenants if required, and that the plat shall not be recorded until the applicant files written evidence of compliance with conditions from agencies including the DeKalb County Board of Health, DeKalb County Highway Department, DeKalb County Drainage Board, DeKalb County Surveyor, DeKalb County Airport, and DeKalb County Soil and Water Conservation District. The staff report cites compliance with environmental standards (Article 5) and the DeKalb County Flood Hazard Area ordinance where applicable.
On a motion to approve by Suzanne Davis with a second by Sandy Harrison, the committee approved Petition 25-01 by voice vote.
