Council approves new systems security analyst and accounting manager positions to support cyber and finance work

The City Council on Jan. 28 authorized two new staff positions intended to strengthen cybersecurity and accounting capacity as the city implements a new enterprise financial system and expands information‑security oversight.
Council approved a new full‑time systems security analyst position in the Information Technology Department and a newly established accounting manager position in Finance. The council adopted resolution 2025‑016 to establish the systems security analyst classification, approve a related salary schedule and augment the internal service fund by $45,485 to cover the remainder of fiscal year 2024–25. The council adopted resolution 2025‑017 to add 1 FTE accounting manager and augment the internal service fund by $70,214 for the remainder of FY 2024–25.
Sam (department representative) said the systems security analyst will focus on information‑security operations, compliance and support for critical programs such as supervisory control and data acquisition systems and computer‑aided dispatch, reducing the city’s reliance on external vendors. “Establishing a system security analyst position will ensure regulatory compliance and protection of the confidentiality and integrity of the city's data and infrastructure,” Sam said in the report to council.
Finance director Nita Racker (presenting) said the accounting manager would be a mid‑management role reporting to the finance director and would oversee accounting functions, utility billing oversight, payroll and support for the Tyler ERP rollout. The position is intended to provide continuity as the city transitions systems and to backfill workload ahead of an expected retirement in finance staff within the next two years.
Council members asked about cross‑training and cost allocation. IT and finance staff said the security analyst will be dedicated to security work and that internal service allocations will spread the cost across user funds; staff agreed to provide a fund allocation breakdown when similar personnel items come forward in the future.
Both resolutions passed by unanimous roll call.
