The Fall River Housing Authority approved routine minutes, financial reports and a series of contracts and labor memoranda at its regular meeting.
The authority voted to approve the financial reports for the period ending Jan. 31, 2025, and to accept vouchers and management reports. The board also approved the FYE 02/19/26 budget book.
On contracts and procurement, the board approved an elevator design contract, multiple on-call vendor contracts for maintenance trades, an inspections contract for Section 8 housing quality standards, a compactor purchase, and a UPCS inspection contract. The board approved awarding Stark Architects to design Elevator Number 2 at Shaw Bishop Eads Apartments under HUD O 95189. The authority approved one-year on-call service contracts for painting, carpentry, plumbing, electrical, door and glass fabrication, HVAC, asphalt and concrete repairs, flooring removal/installation and related trades, with per-vendor not-to-exceed amounts (standard trades not to exceed $75,000; asphalt/concrete and floor removal/installation not to exceed $125,000).
The portable (Section 8) inspections contract was awarded to PHI Inspections for a three-year contract with two separate one-year options to renew at the authority's discretion, in an amount not to exceed $273,000 over the contract term. The authority awarded a contract for a compactor at Frank B. Olivera Apartments to Maguire Equipment Inc. in an amount not to exceed $27,737. The authority also awarded a UPCS/UPG inspection contract to US Inspection Group for $21,143.20 (the other bidder, Midwest Inspection, submitted a higher price of $23,989.40).
The board approved proposed memoranda of agreement with AFSCME Council 93, Local 1990 for Unit B and Unit C covering dates shown in the meeting packet. Board members described those as renewals of existing agreements.
A motion to move into executive session carried under Massachusetts General Laws, Chapter 30A, Section 21(a)(2), to conduct a strategy session in preparation for negotiations with nonunion personnel and collective bargaining or contract negotiations with nonunion personnel. The board subsequently voted to adjourn the meeting from executive session.
Most votes were recorded by voice and carried with board assent; the meeting record shows unanimous approval on the listed items and the motion to enter executive session.
