District cancels one roof bid, adopts roof-scanning strategy and adds Juniper Hill to Brophy/Potter appropriation

Lincoln Lynch, the district's executive director of finance and operations, told the school committee on Jan. 9 that the district is changing how it prioritizes and funds roof work after vendor scans identified wet spots and differing needs across buildings. Lynch said a roof scan showed the McCarthy roof could be refurbished for roughly $1 million to $2 million with a 20-year warranty rather than a full $3'$4 million replacement.
As a result the district canceled the McCarthy replacement bid and proposed adding Juniper Hill School (Blocks) to the previously approved FY25 appropriation of $13.2 million for Brophy and Potter Road roof work. Lynch said prevailing prices have declined since the appropriation was requested, and he is confident the three projects can be done within the existing funding. "We're seeing $55 (per square foot), so almost half," Lynch said of current pricing versus the earlier estimate.
Committee member Adam Freudberg asked whether roof projects will include solar readiness; Lynch said all future roof replacements and designs will include provisions for solar. Staff also said an emergency repair at Blocks had held in some places but leaks remain and that replacing Blocks this summer (with design already in the FY25 appropriation) would "alleviate all the concerns" at that building.
Freudberg moved the recommendation to add Juniper Hill Blocks to the Brophy/Potter appropriation; Jen Moshe seconded. The committee voted by roll call; all present members voted yes. Lynch said he will bring the city council the appropriation-change request and has been in touch with the city CFO to prepare the necessary paperwork.
The committee did not authorize additional funds; Lynch said the request is to change the wording of the appropriation so the city council can approve adding Juniper Hill to the existing line item. The district also plans to scan all roofs going forward to prioritize repairs versus replacements.
