The Framingham Public Schools policy subcommittee voted to refer a proposal that would change vacation and longevity benefits for nonbargaining support staff to the district finance subcommittee for budget review.
District staff described the proposal as targeting employees who are not represented by a collective-bargaining unit — for example, some HR staff, campus aides and full-time out-of-school-time employees — and aligning their longevity and sick-leave buyback benefits with those available to union-represented colleagues. Staff said the plan would create longevity recognition steps at 10, 15, 20, 25 and 30 years, a sick-leave buyback tied to orderly retirement notification, and a modest “supermax” step for long service.
Ina explained the changes are intended to reward long-serving nonbargaining employees and to improve retention after a recent reduction in force; she said the district does not expect current employees to lose benefits under the proposed wording. The proposal would also reduce the notice date required for employees to declare a retirement date, which staff said helps with budgeting and recruitment.
Committee members requested more fiscal analysis before adoption. One member asked to move the item to the finance subcommittee so that the cost implications can be evaluated; the motion to refer to finance passed on a roll-call vote.
Ending: The subcommittee referred the GDD package to the finance subcommittee; the subcommittee did not adopt the policy itself and gave staff direction to provide financial analysis for future consideration.
