Lebanon City Council on Dec. 19 approved the appointment of Lacey (last name not specified in the transcript) to serve as city clerk, effective Jan. 2, following the announced retirement of long-time city clerk Lena Starnes.
Mayor Jared Carr read a proclamation recognizing Starnes' nearly 24 years of service, listing professional certifications and leadership roles at the state and regional level, and proclaimed Dec. 19, 2024 as Lena Starnes Day in Lebanon. The mayor also presented a Silver Leaf award.
City staff told the council that Lacey had been trained by Starnes and that personnel action will follow to fill the position Lacey will vacate when she succeeds to city clerk. The motion to appoint Lacey carried on a recorded roll call vote.
Both the proclamation and appointment were noted in the meeting record. Starnes thanked the council and staff; Lacey addressed the council briefly and said she looked forward to serving as city clerk.
