Council approves $1.018 million revised contract for Westland stormwater project

Lebanon City Council on Feb. 10 approved Change Order No. 1 to the Willard Asphalt Paving contract for the Westland stormwater improvements, reducing the original contract by $163,632 and setting the revised contract amount at $1,018,027.76.
The change followed a staff review of bid documents and engineering material takeoffs that found discrepancies between bid-sheet totals and actual quantities. City staff told the council the majority of the reduction resulted from clerical errors in the bid quantities; staff also noted the project allowed alternate pipe types (high-density polyethylene) rather than the reinforced concrete pipe originally bid.
City staff presented the corrected contract figure and answered council questions about how the error was found and resolved. The council moved and voted to approve the change order on both first and second readings; the measure, introduced as Council Bill 68-21, was adopted as Ordinance 7,064 by roll-call vote with all recorded members voting yes.
The approval updates the contractor agreement and does not, according to staff remarks at the meeting, change the scope of the Westland stormwater improvements beyond the corrected unit quantities and allowable material options. Staff said the engineer confirmed the corrected quantities before the change order was finalized.
