Staff described seasonal operational challenges: unusually deep frost this year produced layered road failures and "mud boils," and crews are taking a case‑by‑case approach to grading so they do not exacerbate subsurface moisture problems. Brushing work follows right‑of‑way lines with crews instructed to cut close to trunk lines when there is limited right of way.
