ClearGov and Munis
The town plans to subscribe to ClearGov for an electronic, public‑facing budget platform intended to make department budgets and historical actuals easier to publish and review. Sturgis and DeBartolomeo said ClearGov will sit “on top of” the town’s Munis financial system to streamline the budget preparation and public presentation process; the proposal also includes funding for Munis training and an employee self‑service (ESS) rollout.
HR contracted services
The administration included a contracted HR consulting line (Range Consulting) — described in the meeting as a monthly invoiced service up to a stated ceiling — to cover HR compliance, onboarding/offboarding and benefits tasks as the town transitions a full‑time HR position to part time. The contract ceiling mentioned in the meeting was $50,000; staff said the actual invoice will reflect monthly hours and activity and may be lower.
Council questions
Councilors asked whether ClearGov will ingest historical financial data (finance staff said yes, historic actuals from Munis will be imported) and requested clearer line‑item descriptions for recurring technology licenses referenced in the budget (examples given: FleetSoft, ESO, A3 Communications). Several members urged investing in a professional website/ADA modernization rather than an intern project and asked staff to confirm domain registration costs during the transition to a .gov address.
