Hailey Boye and James Boyer described a pattern they said has grown over the past year: management writing up voucher‑holding tenants for guest‑related issues while allowing other tenants to host large gatherings, and inconsistent application of parking and visitor rules. Boyer said he received multiple bills and three‑day notices; he said the property manager confiscated a receipt he had requested as proof of payment. Lisa Reed, another tenant, said she experienced prolonged maintenance problems including a heater that took more than a year to fix and persistent mold problems.
Speakers asked the council and city staff to help ensure equitable treatment, to route tenants to tenant‑rights resources and to have code enforcement and housing staff review habitability complaints. Assistant Amanda Craft and other resident advocates said they have compiled written documentation and asked the city for follow‑up on enforcement and support options that could prevent displacement.
City staff said the matters raised involve code enforcement and housing‑related processes and will be handled through those channels; staff also offered to accept written evidence and to coordinate with community organizations. No formal council action on Seacliff issues was taken at the meeting; council and staff said they would reopen public comment if additional speakers arrived later in the evening and encouraged residents to submit documentation to staff.
