Applicant Kent Anderson said the development is in a rural part of North Hall and that neighboring subdivisions of similar scale do not have sidewalks. Anderson told the board he had collected signed statements from buyers in the development agreeing to the absence of sidewalks and argued that adding sidewalks would increase home costs and maintenance burdens for the county. Planning staff told the board that the Planning Commission recommended denial of the variance; no members of the public spoke at the county meeting.
Commissioners discussed connectivity and local conditions; one commissioner observed that in this rural area a sidewalk would not connect to an existing pedestrian network. The board moved and seconded approval of the variance. The chair called the question and recorded the vote as "All in favor."
