The Hall County Planning Commission on Monday voted to table a rezoning request for three parcels on Kegel Road to allow the applicant to revise a site plan that was provided to staff the morning of the hearing. The application proposed a 248‑lot residential subdivision under the county’s new Residential‑Mixed (RX) zoning classification.
Revive Land Group LLC sought RX zoning for approximately 101.57 acres at the southeast side of Cornelia Highway (Highway 365) and Kegel Road to build a 248‑lot residential development that combines single‑family detached homes and cottage‑style homes. The applicant’s representative described a neighborhood with resort‑style amenities, cottage courtyards, a pool and other amenities, and said the development would provide a range of for‑sale housing aimed at addressing a regional shortfall of “missing middle” units.
Commissioners and staff expressed concern that the site plan and narrative submitted that morning did not fully and unambiguously meet the new RX standards — particularly cottage‑court design requirements, parking calculations and phasing details. Commissioner feedback called for strict adherence to Section 7.31(I) of the Unified Development Code related to cottage courts, accurate parking calculations that comply with RX code, a clearer phasing plan for amenities (for example, specifying when amenities will be completed relative to certificate of occupancy milestones), and revisions to corner lot layouts to match RX intent.
Given the project is among the first to use the RX zoning category, commissioners said they were not comfortable granting variances or departures from the adopted code without a site plan that meets RX provisions "to a t." Staff recommended tabling to March 17 to allow the applicant time to revise the site plan and provide materials for staff review; staff indicated that tabling to March 17 could still meet the March 27 Board of Commissioners hearing schedule if the revised plan is submitted to staff in time. The motion to table carried.
