Douglas County directs staff to support four NACO-sponsored bills affecting county governance and energy review

The Douglas County Board of Commissioners unanimously directed staff to take action in support of four bill drafts sponsored by the Nevada Association of Counties, the county manager said.
The items flagged for support included:
- AB14: requires county elected officials to be registered voters in addition to being qualified electors, a gap NACO and several county officials sought to close.
- AB70: would allow boards of county commissioners to submit written comments on applications for renewable energy facilities within their jurisdiction and require the state Office of Energy director to consider those comments when deciding partial property tax abatements.
- SB65: would clarify that certain records of a medical examiner or coroner are not public records.
- SB73: would require county and city clerks to permit inspection of registered voter signatures.
County Manager Jennifer Davidson and other staff said the board had not previously been asked to take positions on specific bills in this manner and noted Open Meeting Law requirements for proper notice when the board takes positions on legislation. Commissioners discussed the role of county lobbying through NACO, coordination with local legislators, and the county's interest in avoiding unfunded mandates.
Commissioner Lisa Gardner moved to direct staff to act on the listed bills as proposed; Commissioner Danny Tarkanian seconded. The motion passed unanimously.
During public comment, resident Julie Duda suggested adding AB33 (an inspector-general office bill), but staff said the board could not add an unlisted bill mid-meeting without appropriate public noticing. County staff said they would continue to monitor legislation and keep the board informed.
