Douglas County accepts $253,959 opioid‑response grant for China Spring Youth Camp, adds three temporary staff roles

Douglas County commissioners voted unanimously to accept $253,959 from the Nevada Department of Health and Human Services Fund for Resilient Nevada and to authorize three temporary, grant‑funded positions at China Spring Youth Camp to expand clinical and case‑management services.

Jessica Stocking, director of China Spring Youth Camp, said the award will fund a licensed clinical social worker, a licensed alcohol and drug counselor, and a youth services case manager. Stocking said the additional staff will allow the camp to offer more intensive mental‑health and substance‑use counseling for youth, and to increase family engagement and case management coordination with probation officers.

"These new roles will help camp grow in the way it needs to grow and will help support the youth in a more holistic approach," Stocking told commissioners.

Commissioners praised the program and the county’s pursuit of outside funding. Commissioner Rice noted the program’s history as an early innovator in youth services and applauded the reinvestment in services for young people. The motion to accept the grant and to add the three positions — one substance‑abuse counselor (pay grade 200), one youth services case manager (pay grade 200), and one licensed clinical social worker (pay grade 205) — was moved and approved unanimously.

Ending: The three positions are grant‑funded through June 30, 2025; county staff will return with any requests for further or ongoing funding should program needs continue beyond the grant period.
