Council hears rezoning petition for Hawkins Avenue block; no speakers registered

The Sanford City Council opened and closed a Feb. 11 public hearing on a rezoning petition from Black Bear of Lee County LLC to rezone an entire block bounded by Hawkins Avenue, Wayne Street, Veterans Way and Landis Street from Light Industrial to Urban Neighborhood (UN‑6).
City planning staff member Camille McNeil told the council the site has access to public streets, water and sewer and that the long‑range plan currently identifies the block as a Maker District, which encourages small‑scale light industrial uses. McNeil said the area is transitioning toward mixed commercial and residential uses because of downtown revitalization and proximity to U.S. 1 and that staff is supportive of the UN‑6 request despite the difference from the long‑range plan.
McNeil noted the applicant has presented concept plans for a townhome community, but she emphasized that concept plans are not legally binding with a straight rezoning. No members of the public signed up to speak on the item, and the council closed the public hearing without a final vote.
Because this was a standard (general) rezoning request, McNeil reminded the council the neighborhood meeting process is not required for such applications; if the applicant later pursues a conditional zoning with a site plan, additional neighborhood outreach would be expected.
