McPherson County commissioners accept high bids for road oil, approve $90/ton hot-mix bid

The bids were opened aloud in the meeting. Glenn reported Jabril Incorporated bid A-150S reseal oil at $7.70 per gallon and CSS-1H (diluted tack/emulsion) at $4.70 per gallon; Flint Hills bid A-150S at $6.69 per ton and the CSS-1H diluted at $3.81 per ton and did not bid MC-70 (prime oil) because, Glenn said, “they stopped producing that material.” Glenn also said Leaning Transportation offered hot-mix asphalt at $90 per ton across its bids.
The county discussed what those prices mean for resurfacing. One participant calculated oil needs at roughly 5,750 gallons per mile, and said, “Just the oil alone to repave to resurface a mile is 18,572,” reflecting the higher per-gallon bid. Commissioners noted prior-year comparisons and that some suppliers are moving away from MC-70 prime oil toward emulsions.
After the discussion, Commissioner Jeff moved to accept the bids for the listed materials; the motion was seconded by Mike and carried by voice vote. Commissioners later moved and seconded acceptance of the hot-mix asphalt bid at $90 per ton; that motion also carried.
The board did not set a contract amount in the meeting; staff said they will follow up with pricing and procurement steps. Glenn noted operational differences among products, explaining, “A-150S is what we use the most as a reseal oil. The CSS-1H is a tack oil. We use that for packing for hot mix and you can also use it as a fog seal.” He also told commissioners Flint Hills’ MC-70 was no-bid because that product is becoming less available.
Commissioners did not record a roll-call tally in the transcript; the votes were taken by voice and recorded as carried. The commission did not adopt any new policy restricting use of specific products during the meeting.
The acceptance of the bids completes the immediate procurement step; staff will return with contract documents or additional detail as needed.
