Board approves San Cayetano project completion, adopts consent items and hears budget, Williams and policy updates

The Fillmore Unified School District Board of Trustees approved routine consent items and a construction notice of completion and received informational updates on state compliance, the Single Plan for Student Achievement and the governor’s 2025–26 budget proposal.

Consent calendar: The board approved consent agenda items 1–4 (minutes, personnel order 24-25-12, contracts and a field trip request for Santa Cruz Island) by motion and voice vote, recorded by the chair as "Aye," and the board president announced the motion carried 4–0.

Notice of completion: The board voted to approve a notice of completion for the San Cayetano Elementary School project (Project No. 2024-005, DSA project numbers 03-122485, 03-122477, 03-123232). The construction cost was stated as $1,008,643.89 and the work was funded by the Expanded Learning Opportunity Program (ELOP). The board approved the notice of completion by motion; the president announced the motion carried 4–0.

Williams quarterly report: The board heard Ventura County Office of Education’s Williams Quarter 2 report for the October–December 2024 visits, which evaluates instructional materials availability and facility conditions. The district was reported to be in compliance for the visit period; trustees had no questions.

School Plan for Student Achievement (SPSA): Assistant Superintendent Dr. Isaac Wan (assistant superintendent of pupil services in the transcript) presented an overview of the Single Plan for Student Achievement as a first read. He described the SPSA as the site-level roadmap aligned to the district LCAP that documents strategies, actions and resource allocations; the item will return as an action item for approval at the next board meeting.

Governor’s budget briefing: Andrea McNeil, assistant superintendent of business services, summarized highlights from a Capital Advisors presentation on the 2025–26 governor’s budget proposal. McNeil reported projected Proposition 98 (K–12) changes, an approximate 2.43% COLA for LCFF, and several one-time proposals including a discretionary block grant (approximately $327 per ADA in the governor’s proposal), funds for teacher recruitment, literacy instruction expansion and expanded learning opportunities implementation. She noted ongoing uncertainty and the need to follow the May revision and final budget adoption by June 30.

CSBA policy updates and first readings: Trustees received a first reading of California School Boards Association (CSBA) policy updates (September 2024) covering items including the School Accountability Report Card (AR 0510), district-sponsored social media (BP/AR 1114), Williams Uniform Complaint Procedures (AR 1312.4), facilities inspection, employee use of technology (BP 4040) and suspension/expulsion due process for students with disabilities (AR 5144.2). The items were presented as first readings and will return according to the district’s policy adoption schedule.

Closing: The meeting included routine announcements of future meeting dates and a trustee summary of recent visits to district schools. The board adjourned after a motion and unanimous voice vote; the president announced the meeting adjourned at 8:08 p.m.
