During the first reading of CSBA policy updates, Shefferly highlighted a struck‑out paragraph in the model budget policy. The district’s current policy specifies maintaining “a minimum unassigned fund balance, which includes a reserve for economic uncertainties equal to at least 2 months of general fund operating expenditures or 17% of general fund expenditures.” The CSBA model language is more general: “an amount the board deems sufficient.” Shefferly recommended retaining the district’s specific 17% target; Board President Olivia Palacio and other trustees supported keeping a specific reserve goal and asked staff for historical context and the district’s current reserve level before the second reading.
Shefferly also noted a proposed new board bylaw (9240) to address trustee training and an ethics‑training requirement created by recent legislation; the bylaw would require trustees to complete ethics training before Jan. 1, 2026. Trustees discussed whether to place suggested professional‑development expectations in a formal policy or in a board handbook. Trustee comments emphasized that mandated items tied to law should be distinguished from optional best practices.
Trustees asked staff to provide additional documentation before the next meeting: background on the 17% reserve recommendation, current reserve figures, and a clarified copy of board bylaw 9240 reflecting the new ethics training requirement. The items will return for further discussion and possible action at a future meeting.
