The Panama City Planning Board on March 10 voted unanimously to rezone approximately 5 acres at 425 East Nineteenth Street from Urban Residential 1 to Urban Residential 2, a change intended to allow increased residential density on the site.
Applicant Richard Funtner (representing Duberry Engineering, Inc.) said UR2 zoning aligns with the existing apartment complex to the east and would allow the owner to pursue higher-density multi-family housing in the future. He told the board UR2 allows up to roughly 30 units per acre compared with about 15 units per acre under UR1.
Staff noted the rezoning request did not include a development order; any future project would require separate review, including wetlands and development-order permitting should the undeveloped southeast portion contain wetlands. Board members discussed the surrounding zoning mix — UR2 to the east and GC zoning nearby — and concluded the request fit existing patterns.
A motion to approve passed on roll call: Carroll — yes; Barker — yes; Rich — yes; Chairman Neubauer — yes. The board recorded the vote as 4-0 in favor.
The action forwards the rezoning recommendation to the City Commission for final approval. Staff said future development proposals on the property would be reviewed through the normal development-order and environmental-permitting processes.
