Planning commission directs staff to circulate Halloween Point Park draft and schedule May public hearing

Calvert County planners presented an updated draft master plan for Halloween Point Park and the Planning Commission voted on Feb. 27 to direct staff to send the draft to agencies for review, notify adjoining jurisdictions, and schedule a Planning Commission public hearing for May 21, 2025.
Stephanie Sperling, park planner, told commissioners that Calvert County contracted with Murphy and Dittenhofer in 2023 to update the park plan and that the department received "more than 2,000 people who responded to that survey." Based on that input staff completed a draft in September 2024 and presented it in work sessions to the planning commission and the Board of County Commissioners in October 2024.
Proposed improvements listed in the draft include updating Bermuda grass fields and adding synthetic turf in the park’s northwest, areas for food trucks, a paved walking path circling the park and a natural walking path in the southeast portion, improved baseball infields and dugouts, a new pavilion, a tot lot, potential in‑ground skate park and expanded basketball courts. Sperling emphasized that a southwest portion of the park remains privately owned under lease and is not part of the master plan update.
What the commission directed: commissioners voted to send the plan to agencies for comment, notify adjoining jurisdictions at least 60 days prior to the public hearing, and schedule the May 21, 2025 public hearing. One commissioner requested that staff seek comment from a broad set of agencies rather than only a few.
Next steps: staff will circulate the draft to agencies, collect comments and return to the planning commission with agency input and a public hearing record as required by the commission’s direction.
