Commissioners delay decisions on strategic-planning grant requests to April

The Randolph County Board of Commissioners voted to delay decisions on strategic-planning funding requests that had been submitted under a Waste Management contract-funded program.
County Manager Deb said staff had packaged previously returned funds and that the amount of requests exceeded available funds. After conversations with several commissioners, staff recommended tabling the awards so the board could refine the evaluation process and ensure fair treatment of applicants.
Deb told the board that the county would treat the current round of funds more like a traditional grant cycle and asked for extra time to resolve outstanding questions and to ensure applicants are evaluated consistently. “The goal was this evening to be able to award… As you might expect, the requests came in at a higher dollar value than we have available to distribute,” Deb said.
A commissioner moved and a seconded to delay decisions on the strategic-planning applications until the April agenda. Commissioners cited a busy schedule over the prior months — attendance at a national conference, a planning retreat, and staff workload — and agreed tabling would allow better review. The motion passed by voice vote.
Deb and staff emphasized the funds under consideration were already returned to the county from prior unspent awards and not a commitment of future Waste Management checks; staff said the county would aim to take action in April.
