She described the role envisioned for counsel as limited to procedural review: “just to make sure documents are done appropriately and procedurally, like confirming Indiana code, notices are written appropriately,” and said Baylor indicated he would likely perform that role.
Commissioners did not approve the request at the meeting. Several commissioners asked for more information, and Carla said she would provide a list of attorneys the APC had contacted, including local and regional firms. A member of the public later asked whether the county could grant the $7,000 now and select the attorney later; a commissioner replied the board preferred to review the list first.
No motion to approve the $7,000 retainer was recorded as carried; the matter remains pending and will return to a future meeting with additional information from APC.
