Police building nears completion; generator tested, furniture and IT schedule set; shed decision deferred

Project staff told the Buchanan Police Building Committee on Thursday that the police building is in the final stages of construction, with most mechanical and electrical systems started and finish work, cleaning and punch‑list activity underway.
Larry and other project staff presented photos showing interior trim, installed windows, the IT closet and fire suppression equipment; staff said air handling units, the generator and transfer switch have been started and the boiler has been brought online as part of commissioning. “Generator was started up yesterday, so generator is fully functioning now,” Larry said during the presentation.
Staff said the building’s building management system (BMS) and the fire alarm central‑station dial‑out still require the town IT resource to complete final communications; that work was scheduled to begin when the town IT staff returned from vacation. Project staff noted that final commissioning depends on that tie‑in so the fire alarm can call the central station and the BMS can be fully commissioned.
Interior work is moving to cleanup, painting and punch‑list resolution. The project team reported that protective floor coverings will be removed as cleaning teams proceed from the top of the building downward and that some ceiling tiles are being installed now. Dispatch furniture from Zybex is due to return on March 7 with installation starting March 10; staff said some stored furniture items had been placed in climate‑controlled storage and will be reinstalled.
On budgeting and change orders, staff ran through the PCO log and allowance report. They reported roughly $330,000 remaining in contingency in the most recent version presented, with about $20,000 left in allowances (including a $10,000 masonry allowance). A number of previously pending items have moved from pending to approved, and staff said they expect to draw contingency and remaining holds to close out final changes.
The committee discussed a 20-by-20 pad in the rear intended for an auxiliary storage shed that had been removed from the base scope to meet budget limits. Police representatives said the department would have use for a shed but that it was not an urgent need; the committee asked the police to return within about two weeks with a clarified list of storage needs and priorities so the project team can price a lower‑cost shed while trades are on site.
Committee members also asked for follow-up reports on technology planned for the upstairs training room; staff said one vendor visit had not met expectations and that they would present options at the next meeting. The committee set a next meeting and discussed timing for a public unveiling; staff suggested June, after 911 operations have moved into the new facility.
No other formal votes were taken on schedule or the shed; the committee recorded the single formal motion that authorized the columns/soffit work and otherwise directed staff to return with pricing and reconciliations on soft costs and technology at the next meeting.
