The New Canaan Town Council on Feb. 26 voted unanimously to approve amended minutes for the Jan. 15, 2025 regular meeting that record a referral of proposed changes to the council rules to the bylaws and ordinances committee.
Council member Mike Morrow presented proposed changes to the rules of the town council for review and discussion; the approved amended minutes state that "after considering various changes proposed by Mr. Butterworth, it was decided that the bylaws and ordinances committee will prepare a revised draft of changes to such rules." The amended language was moved, seconded and passed without opposition.
The amendment removes a longer transcripted account of debate from the approved minutes and replaces it with the concise sentence describing the referral and the committee's role. Council members clarified during discussion that the council meeting record itself has no immediate force to change the rules and that any formal amendment would be adopted only after the bylaws and ordinances committee prepares a draft and the council votes on it.
The action recorded in the minutes is procedural: it directs the bylaws and ordinances committee to prepare revisions for future council consideration rather than adopting any rule changes at the Feb. 26 meeting. No additional deadlines or specific drafting instructions were placed on the committee in the council's discussion.
