Committee approves crisis-services bill with appropriation language after provider endorsements

The Senate Committee on Health and Human Services voted to pass HB 1462, a bill to expand crisis and behavioral-health services, adopting the Department of Health’s proposed amendment to add appropriation language.
Multiple service providers and community organizations testified in support. Kat Brady of Community Alliance on Prisons described operational concerns from oversight meetings. Representatives of law enforcement and the Department of Health expressed support and asked for flexibility in operational language. Ian Ross of the Waianae Coast Comprehensive Health Center said his team visited a community behavioral-crisis center and found the services “very impressive.”
The chair said the committee would add a sentence directing an appropriation to the Department of Health to implement the act in committee report language. The committee adopted technical non-substantive amendments and the appropriation insertion, and the recommendation was recorded as adopted in the committee’s vote.
