Committee places exterior debris-removal contract in sheltered market; no MWBE goal

Shelby County’s MWBE Goal Setting Committee on Feb. 25, 2025 approved placing the county’s outside cleaning and debris-removal contract in the sheltered market (LOSB-only) category and did not set an MWBE goal because the project’s value is below the $50,000 threshold.
The chair said the project qualified as a sheltered market item — a procurement pathway for projects under $50,000 restricted to Local Small Business (LOSB) bidders — and proposed removing a “targeted market” label in favor of “sheltered market.” Doctor Hall moved to approve that status with no MWBE requirement; Commissioner Avant seconded the motion. The committee approved the change without recorded objection.
Staff noted the item previously had no recommended MWBE goal and that the sheltered-market designation is intended to expedite procurement under LOSB rules. The committee directed staff to proceed under the sheltered-market process.
