Committee sets 31.8% MWBE goal for HVAC maintenance at Juvenile Court

The MWBE Goal Setting Committee for Shelby County on Feb. 25, 2025 approved a 31.8% MWBE participation goal for routine HVAC maintenance and repair at the Juvenile Court building.
Eddie Miller of Support Services described the contract as a routine-maintenance arrangement under which the vendor responds to heating and cooling calls and performs repairs not covered by manufacturer warranties. The current contract with CS3 expires June 30; staff said they plan to solicit a new contract effective July 1.
Doctor Hall moved to approve the MWBE goal of 31.8%; Administrator James Gloucester seconded the motion. Doctor Hall, Gloucester and Commissioner Avant each recorded affirmative votes and the committee confirmed the item passed with the stated goal.
During questions, committee members asked whether installed equipment carries warranties. Support Services responded that the facility contains a “hodgepodge of mechanical equipment” and that the most recent major HVAC addition was a chiller installed in February 2019 that had a five-year manufacturer warranty which would have expired in 2024.
The committee instructed staff to proceed with the solicitation using the approved goal.
