The Big Fix, a volunteer nonprofit that runs a local trap-neuter-return program, told the court the group has spayed and neutered about 13,000 cats since 2005 and currently maintains a waiting list of roughly 1,300 cats. Sarah Burkhart, speaking for the group, described TNR as a long-term, humane way to reduce the county’s free-roaming cat population: “Our mission is to humanely reduce the number of feral and homeless cats in Kerr County through TNR,” Burkhart said, adding that properly run TNR programs reduce kitten births and, over time, shrink colonies through attrition.
The dispute matters locally because residents say feral cat colonies can affect yards, parks and businesses and because some speakers raised concerns about wildlife and public health. “These feral cats are rounded up and neutered and then released back into the neighborhoods. That does nothing to solve the problem of too many feral cats,” said Patricia Kanklefitz, a Kerrville resident who urged a countywide removal approach.
