According to the presentation, the district’s near‑term projected deficit (for 2025–26) can be reduced to near zero by using assigned fund balance and the realignments approved by the board; however, the model assumes the $5 million generated by the 2015 operating levy would fall off and, under that assumption, the district’s cumulative gap rises to roughly $8.2 million in subsequent years. The presentation noted the district has approximately $3.9 million in assigned fund balance from 2015 that would be drawn down under the projected scenario.
Finance staff reviewed policy options: the board can use a one‑time authority (available after the 2023 legislative session) to renew the existing voter‑approved operating referendum without a public vote if it does so by mid‑June (the presenters noted June 9 as the practical deadline for the board), or the district can place questions on the fall ballot asking voters to renew the levy and/or approve additional revenue. Staff suggested multiple modeling runs to show the impact of (a) renewing the current levy, (b) renewing plus additional operating revenue, and (c) various capital‑levy or revoke‑and‑replace scenarios. Board members asked for model runs showing a 10‑year renewal at the current rate, plus several “plus $X” scenarios similar to those shown in prior years.
Board members emphasized the need for community engagement before any ballot question is finalized. Several members said a Financial Advisory Council should be formed to gather community input and prepare outreach. The board scheduled further budget modeling and scenario planning for an April work session and directed finance staff to return recommended model runs and draft ballot language samples for early review.
No formal board action to renew or place a levy question was taken at the meeting; the board accepted the presentation as an informational item and agreed to continue the discussion in committee and at the April work session.
