Shelby County committee approves 26.3% MWBE goal for carpet and flooring maintenance contract

The MWBE Goal Setting Committee of Shelby County on Feb. 25, 2025 approved a 26.3% minority- and women-owned business enterprise (MWBE) participation goal for the county’s carpet, vinyl, VCT and brick flooring maintenance contract.
The goal was presented by Samuel McClinton, Deputy Administrator over Support Services, and recommended by the county’s Equal Opportunity Compliance (EOC) office based on identified eligible vendors. The committee moved to approve the goal and voted in favor without recorded opposition.
McClinton said the contract covers routine services — “shampooing, carpets, stripping, and wax and refinishing, and scrubbing, and buffing various floors throughout the county,” and that the work serves about 12 county buildings on a call-in basis. He also said the current award amount for the service was previously set at “not more than $85,000.”
Doctor Hall made the motion to approve the MWBE goal, Commissioner Yvette Avant seconded it, and committee members voted in favor. Doctor Hall recorded an affirmative vote; Administrator James Gloucester and Commissioner Avant also voted aye. The committee clerk confirmed the item carried with the 26.3% goal.
The committee did not discuss amendments to the goal during the vote. Staff said the county will issue a solicitation for the service with the approved MWBE goal applied.
The committee moved on to other procurement items after voting on the flooring maintenance goal.
