Hughson City Council waives second reading, adopts surplus-property ordinance

HUGHSON, Calif. — The Hughson City Council on Monday voted to waive a second reading and adopt Ordinance 2025-01, updating the city’s rules on the sale of surplus property in Title 3 (Revenue and Finance) of the municipal code.
City staff told the council that a public hearing and the ordinance’s first reading took place at the Feb. 24 meeting and that staff recommended waiving the second reading and adopting the ordinance at Monday’s meeting. "Staff is recommending to waive the second reading and ultimately adopt the ordinance," a staff member said during the item.
The ordinance was introduced as item 4.1 on the agenda and described in the staff report as an amendment to municipal code chapter 3.08 covering surplus property sales. Council members voted on the motion to waive the second reading and adopt Ordinance 2025-01 without additional public comment.
Council member McFadden voted yes. Council member Vasquez voted yes. Council member Straney voted yes. Mayor Pro Tem Crooker voted yes. The mayor voted yes. The motion carried unanimously.
The ordinance text and any implementing procedures were included in the staff packet; staff said no changes to other sections of the city’s revenue or finance code were proposed beyond those noted in the ordinance. The staff presentation noted the item had been introduced previously and that staff were available for questions, but the council had no substantive amendments on Monday.
The council moved on to other agenda business after the vote.
