At a regular meeting of the Wheatland City Council, members approved a package of resolutions, contracts and administrative actions including a Federal Mineral Royalty Grant (MRG) application for the Sixteenth Street Infrastructure Improvement Project and a budget amendment covering sanitation and capital items.
Council approved Resolution No. 4-2025, authorizing submission of an MRG application for the Sixteenth Street Infrastructure Improvement Project. Council members voted by voice; no opposition was recorded on the motion.
The council also approved Resolution No. 5-2025, a budget amendment that includes $50,000 identified for a sanitation department break area and an allocation to a capital projects account for a ladder truck. Council discussion described the sanitation break-room as a health- and safety-related amenity for operations staff. The motion passed by voice vote with no opposition recorded.
Two change orders for the Sixteenth Street project were approved together. Council discussion noted that the second change order reduced cost compared with the first print—council members described it as an unusual instance in which a change order decreased the town's project cost. The council moved to approve change orders number 1 and number 2 and authorized the mayor to sign them.
The council approved a purchase and lease arrangement to acquire an airport hangar from Ashenhurst (seller name as listed in the meeting packet) and then lease it back under a long-term, triple-net lease permitting only aviation uses. The council included authorization for the mayor to sign closing documents once they reach town hall so the transaction can be completed before the next meeting.
Council approved an amendment to its State Loan and Investment Board loan (CW-76) for the wastewater lagoon project; members discussed the amendment as a reduction in interest rate from about 2.5 percent to approximately 1.5 percent. The motion carried on a voice vote.
Council approved a motion to close out capital improvement reserve certificates of deposit at Platte Valley Bank and First State Bank upon their maturity so funds can be accessed for projects such as Sixteenth Street.
Administrative and housekeeping items approved included adding updated bank signature cards, finalizing two Sixteenth Street change orders, and routine consent-agenda items. The council also accepted the oath of office for Tabitha Hannes and confirmed her appointment to the Platte County Economic Development (PCED) board.
In the public-comment portion of the meeting the council voted to provide a $500 dinner sponsorship for the local Muley Fanatics chapter; that sponsorship motion passed by voice vote.
Most motions carried on voice votes with "aye"/"opposed" responses; individual roll-call tallies were not recorded in the transcript.
