Nelson County board appoints three community members to local planning committee after KDE guidance

KDE's written guidance, read at the meeting, noted that local boards could act outside KDE recommendations but “encouraged” selecting a resident member from the revised nominations. Board members said that guidance prompted the special meeting so the district could update the LPC roster and remain compliant with the facility planning manual and applicable statutes.
Discussion at the special meeting centered on two main themes: potential conflicts of interest among nominees and geographic representation across Nelson County. Several board members expressed concern that some nominees had prior ties to the board or close personal relationships with current board members. Participants also debated whether having multiple nominees from Bloomfield would skew representation for other areas of the county, including New Haven and the west side.
Board members named and discussed several nominees: Donna Blanco, Roy Legaspi, Jeff Dickerson (identified in the meeting as a former board member), Tina Long and David Cook. Some speakers supported Blanco for her long involvement and knowledge of school facilities; others said her family ties to a current board member raised appearance-of-conflict concerns.
