Commissioners approve sheriff’s office grant application to fund victim coordinator position

El Paso County Commissioners on Monday approved the Sheriff’s Office application for a two‑year Office of the Attorney General Victim Coordinator and Liaison Services grant and authorized the county judge to sign the accompanying resolution.
Commander Jerome Washington and Gladys Carmona, the sheriff’s supervisor who holds the victim‑liaison role, told the court the grant request is for $99,000 covering the two‑year project period from Sept. 1, 2025 to Aug. 31, 2027. Carmona described the position’s workload: “Each year, this role ... helps various victims from anywhere from 600 to ... 700 victims providing essential support such as crisis intervention, access to information and social service referrals, financial assistance through the Texas Crime Victims Compensation Program, justice advocacy, personal support, and continual follow‑up.”
County staff said the Office of the Attorney General does not require a match for the grant award, but the Sheriff’s Office calculated that sustaining the position beyond grant funding would require a county match totaling $145,610 over the two years (split across personnel and fringe). The court approved application submission and signed the resolution by motion; minutes show the motion carried.
Commander Washington said the Sheriff’s Office hopes to eventually absorb the position into the department’s regular staffing after the grant period. Staff stated the budget includes available match funding in the sheriff’s office general fund grant match allocation.
