Springfield officials weigh local impacts of state ADU rules under Housing Act of 2024

Springfield City Councilors and municipal staff met March 10 at Springfield City Hall to discuss how the Housing Act of 2024'-era changes to accessory dwelling unit (ADU) rules will affect local zoning, enforcement and neighborhood services.
The meeting assembled planning, housing, building, public works, fire and assessor staff to answer questions about application rules, enforcement, tax treatment and likely neighborhood impacts. City planning staff described the state law's limits on local regulation and said the city so far has approved a single ADU by administrative site-plan review.
Phil Jerome of the Office of Planning and Economic Development summarized the state changes and their local effect. Jerome said the amendment, passed as part of the state's Affordable Homes/Housing Act package, "limits what cities and towns can do to control the use of ADUs" and "can no longer require accessory dwelling units to either be either the principal building or the accessory dwelling unit to be owner occupied." He said ADUs must follow the underlying zoning'including setbacks, height and rear-yard rules'and are limited to either half the gross floor area of the principal dwelling or 900 square feet, whichever is smaller.
