The permit clears the way for the clinic to gut and reconfigure the building’s interior, adding walls and other changes similar to work the applicant said was completed at Artisan Plaza. The applicant said the renovation will increase the facility’s square footage to roughly double its current clinic space.
The applicant said the project will not include overnight boarding at the clinic in its current plan. "We don't keep anything overnight right now," the applicant said. City rules discussed at the hearing set a threshold of 20 pets for the property; the applicant said that limit is acceptable for the clinic as planned.
On parking, the applicant said a survey shows 30 feet in front of the building and that the lot measures 0.46 acres, with most parking located on a gravel area to the side. The applicant said staff will likely stripe the front area to make parking more visible because the surface is currently unmarked blacktop.
The applicant told the council that the current lease at their previous location was intended as a temporary arrangement when signed under a lease with David Olson, the former owner of that property, and that the lease term is ending. "This was always the plan," the applicant said of moving into the new site. The applicant said the lease is up June 30 (year not specified).
During discussion, council members expressed support for the move, saying the change made sense and the property is already zoned for the proposed use. The council put the permit up for a motion and voice vote. The motion to approve was seconded by Doug and carried on a voice vote; the council did not record individual roll-call votes.
Next steps for the applicant include building renovation and any required permit work prior to occupancy under the conditional use permit. The council did not specify a timeline for construction or inspections.
