Torrington honors four officers for life‑saving responses

Chief Bill Baldwin introduced the ceremony and named the honorees: Officer Kelly Shimo of the West Hartford Police Department; Connecticut State Police Trooper Sierra Thiebaud; Officer Vincent Powell and Officer Daniel Stevens of the Torrington Police Department. “This evening ... we will be honoring four officers who conducted life saving actions in the performance of their duties,” Chief Baldwin said.
Baldwin described an Oct. 25, 2024, crash on Winston Road in which Off‑duty Officer Kelly Shimo saw a Subaru that had struck a tree. Baldwin said Shimo found the driver, identified in the ceremony as Anthony Mariah of Torrington, in cardiac arrest and performed chest compressions; Trooper Sierra Thiebaud, passing the scene, assisted and provided ventilations with a bag‑valve mask. Baldwin said the two regained a pulse and turned care over to ambulance personnel; Mariah was later transported to Charlotte Hungerford Hospital. The chief called the actions “heroic and professional” and presented lifesaving awards to Shimo and Thiebaud.
Baldwin also described a Nov. 24, 2024, incident in which Officers Vincent Powell and Daniel Stevens located a woman showing volatile behavior and signs of a possible suicidal crisis. Baldwin said the woman produced a knife, then complied with commands to drop it; officers rendered first aid for deep lacerations and coordinated care with medical personnel before the person was transported to Charlotte Hungerford Hospital. He said Powell and Stevens’ quick de‑escalation and first‑aid actions saved the individual’s life.
Baldwin gave honorable mention to Torrington Police Officers Hannah Thompson and Nick Boscarino; Torrington Fire Department Lieutenant Joseph DeCote; civilians Robert Andari and Dean DiBicelli; and members of Trinity Ambulance for their roles in the incidents. Baldwin also invited Anthony Mariah to stand and be recognized at the ceremony.
Ending: The board recessed briefly after the awards ceremony; no disciplinary or policy matters were discussed during the presentation.
